    Reality “Testing”: Vieques-Roosevelt and Kauai

    Seasoned claims by Puerto Rican peace and environmental justice organizations that the U.S. military is “pipeline”-testing a 21st Century earth weapon forced this article onto the table. Mounting “test” criticism from Alaska to Hawai’i, California, and Puerto Rico is confronting “radar,” “sonar,” “climate,” and “tomography” jargon, and launching law suits against a U.S. (anti-alien) dream weapon. Unmasking such a potential bureaucracy may effect better dialogue — maybe less chance for mendacious terror, and more for mutual change options — in a beneficially and responsibly-oriented timeline, before committing global capital. Conversely, the U.S. professes to need an Atlantic “radar” to arrest drug Caribbean “terrorists” and a Pacific “sonar” to study global warming temperatures. If a U.S. anti-alien military myth prevails, its Vieques’ and Roosevelt Roads’–North-East Puerto Rico “ground zero” megabase will trigger worldwide application. Kauai, Hawai’i-California, and Australoid-India-Middle-East sea militarization then follow, to infiltrate earth’s largely unmapped hydrosphere, about five times larger than earth’s atmosphere (with almost all earth’s generic life).

              Vieques-Roosevelt (V-R) can be viewed as one place where war timelines have gone anywhere but slower. Co-Devising the “Cold War” — by its Atlantic Fleet Guided Missile Training [and Test-Firing] Center, through the Cuban Revolution and Cuban-(U.S.-Soviet)-ICBM Crisis — the U.S. military has defined Vieques-Roosevelt as “… capable of supporting 60 per cent of the Atlantic Fleet … (and) … secondary air bases on the islands of Antigua, Saint Thomas, and Culebra … [and of housing the British Navy if the Nazis had won ….]” The anti-alien axis of “Star Wars” as built, the Trident, Seawolf, and “NSSN” Doomsday Submarines “test” fire between V-R and the U.S. Virgin Islands (VI). Kauai and Nihau (HI) perform “in synch” in the Pacific, for ultimate risk weapons.

              Doomsday “test” trends in Atlantic (V-R PR) and Pacific (Kauai HI “Barking Sands”) military bases rule ultimate-risk-weapon bureaucracies. The two in tandem also outrank rivals like Guam (Pacific), Groton (CN), Norfolk (VA), Pearl Harbor (HI), Bangor Base (WA), San Diego (CA), Diego Garcia Is. (South Asia), and Pine Gap or Alice Springs (Australia), together, or the Mt. Cheyenne (Falcon, CO) Space Command Center — in generating poisonous war waste — multiplying despite Democrat or Republican political party plank, president, or subsidy. The “bottom line” often crystallizes as a need for more nonviolent direct action redress, as in Makua HI residents humanizing military trash disposal ideas. One public web site lists about 400 known lethally-hazardous military sites in Hawai’i alone.

              Guarding the Canal and the Caribbean, U.S military bases in Vieques-Roosevelt and in Guantánamo Bay, Cuba, evolved from perceived Nazi, not Spanish threat. In 1988 V-R base commander, William O’Connors, advised the press that he believed that V-R was the world’s top training base, and that, if it had not evolved as such, a Nazi naval blockade of (Cuba and) Puerto Rico would have dropped U.S. GDP/GNP by 25%. As a (sub-planetary) naval command site, V-R COMLANT — dating from a 1 June 1968 Trinidad treaty — oversees a prime underwater range from NATO to Antarctic, Argentine, and South African Capes. Its Outer–Alpha Range blends sub-continental terrain, including the Puerto Rico Trench, with a “Bravo” Range below St. Croix & St. Thomas Is., U.S. VI. Its Inner–Vieques Range poses “close-in” lethality tests, with MIRV-ed subs ready to incinerate much of the earth. Vieques (at 25,000 acres) and Roosevelt (at 37,000 acres), total over 60,000 acres (2,500 ha), for 2000s’ war scenarios. Kauai allegedly does the same regarding Japan and the Pacific, with its underwater range.

              Given V-R’s known, hard-core ecological damage to air, land, and water (if not one’s hearing), nonviolent Puerto Rican groups (FOIA) “sued” V-R early in the ’80s for an overview of damage and clean-up costs — if a trash clean-up could be doable — if such a thing as a “Cold War” could end. Sabana Seca, west of the nearby capital city of San Juan, then surfaced as the island’s veiled CIA/NSA polluter (not a matron or patron saint). Simultaneously, it should be acknowledged, press leaks unveiled parallel “intelligence” busy engineering Agent Orange in nearby, “UFO”-renowned, El Yunque (the only tropical forest park on “U.S.” soil) — thereupon across all Puerto Rico — allegedly through the U.S. Departments of Health and Natural Resources, and the U.S. Environmental Protection Agency, via core university schools of medicine (“ditto” for Hawai’i) — and so “testing” U.S.- South-East Asia attack vulnerability. Meanwhile ecological V-R FOIA suits elicited military waste confessions at allusive levels, like 420,000 gallons (1.6 million liters) of (jet?) bunker fuel lost in the 1950s, and PCB (tonnage?) leaking from two 50,000 gallon (379,000 liter) V-R tanks underground. V-R–CIA/NSA FOIA suit response bluntly admitted over 80 bothersome PCB transformers and many more arms-toxics-loaded ships “deep-sixed” over the Puerto Rican Trench — the Atlantic’s deepest. Stubborn area resident coalitions endeavored to sue V-R locally, alleging uncurbed V-R nickel, chlorine, and raw human effluent emissions into ambient creeks, rivers, bays, reefs, and lagoons.

    Threat Context

              Comprehending this 21st Century planetary weapon worldwide stems from pivotal geo-war in Cuba, Hawai’i, and Puerto Rico. Caribbean war redefined Spanish threats in the Atlantic Ocean; Hawai’ian and Asian Rim war demarcated British and Spanish threats in the Indian and Pacific Oceans. Puerto Rico still carries a political prison role, Hawai’i, an Asian and Middle-East springboard intervention role. Caribbean “slaves” were often African, Pacific and Hawai’ian “coolies” often Asian (Indian and Japanese). Hence geo-war thunder fashioned “free enterprise” profit, bolstered by recurrent “insurance” (arms and drugs) business parallels in Laos, Burma, Panama, and Columbia. In Puerto Rico, overt Fort Buchanan “crowd control” threat, covert Sabana Seca “know how” threat, and V-R “law & order” threat have camouflaged ecological injustice — proscribing access to basic human needs and services, emboldening earth grievance, indignity, or resistance, and splitting the earth poverty gap. U.S. bases at Schofield, Kauai, and Hickam-Pearl Harbor symbolize much the same global bluster in the Pacific. New Zealanders have evicted some of the same anathema.

              As to this earth weapon as a “radar” in Puerto Rico (for the Atlantic Ocean), a U.S. Caribbean Basin Radar Network (CBRN) coordinated against drugs sweeps the area fully, presently, from Norfolk across the Isthmus over the Caribbean. CBRN follows orders, but exercises to trim “the” tree, as it were, (without uprooting its pre-1959 “insurance” tap root), provides less than cosmetic relief. A future earth “radar” may be not better but worse. As alleged quite convincingly by Belford Ramírez, who claims to have worked on it, the “radar” — preliminarily termed an “ionospheric heater” — evolved from stabilizing ionospheric firing corridors over the North Pole near Alaska during the Cold War. Chesapeake Bay (N-W shore) folks may recall a similar (Dahlgren, VA) EMPress Project they had to restrain. “Veterans for Peace” like Ramírez thus criticize a “Joint Vision” threat that may blend climate and earthquake war screens, via gene–mind–communication control, as in: “R”adar, “S”onar, and “T”omography or “T”ransdimensional–DNA force. Accordingly, in theory, “R”–“S”–“T”—“RST” (or “HAARP” … “R/OTHR”) test weapons may stem from augmenting electro-magnetic images, decibels, and frequencies at the Arecibo Radar Telescope (near Arecibo, PR). ARCO, Inc., originally patented RST at the U.S. Trade and Patent Office. E-Systems, a Raytheon-(Hughes), Falls Church, VA-based subsidiary, owns RST. The largest earth competitor of the Arecibo Radar, but still much smaller, so far, exists in southeast Australia, while China intends to outdo the Arecibo Radar by the mid-21st Century.

              As to it as a “1,000 mile”-underwater-radius (Pacific Ocean) “sonar”, the U.S. military officially wants to blanket earth’s oceans with its “speakers” as “Low-Frequency Active Sonar” (LFAS). Due to California-based, globally-supported, ecological coalition pressure, the Scripps Institution of Oceanography (La Jolla–San Diego) breached a scaled-down version beforehand. Scripps’ device aimed to “... turn the ocean into a giant thermometer ...” — the warmer the water temperature, the faster the “sonar” speed. But U.S. government remote sensing and imaging satellites already scan sea temperatures fully, from skin to floor. Ecological distrust mobilized against logarithmic hertz and decibel threat that could impede, cripple, and kill aquatic mammals, turning them blind, deaf, and dumb. In 1995 ecology groups began suing the U.S. military to declassify elementary environmental impact threat posture statements (EIS) in state and federal court — over publicized (RST) “sonar” trauma effects at 235 decibels, and 1000 hertz, up to 3 gigahertz, microwave scale. (Depending on proximity, eardrums rupture at over 150 decibels, whence the body starts vibrating apart, logarithmically).

              U.S.-wide ecological coalition LFAS EIS legal suits queried RST’s threat to federally-protected sea or ocean marine mammals and related species. Legal, ecological suit “scoping comments” warned that even “low” threat levels deter the gray whale (50 [metric] ton +), at hertz and decibel levels decisively lower than LFAS myth. The eco-coalition estimated that LFAS exceeds federal human diver threat levels by millions of times and threatens “… fish, sea turtles, sea birds, and invertebrates [per se] .…” The U.S. refused any system description of operation parameters. Data gaps, as to muffled (strategic) alternatives or couched (mining) distinctions cloaked the official U.S. (RST) LFAS posture statement. RST coral reef damage threat parameters remain “classified” as “need” to know. Most prominently wanting is a flexible RST pressure-frequency policy, over disease, wind storm, and coral reef bleaching vectors, for international “global warming” economic forecasts, as to a (Hamburg, Germany-based) World “Law of the Seas” Court. Intensifying equatorial drought and lightning-induced tropical forest fires will exacerbate ocean storm “eye” violence and frequency levels. Ionospheric heater upgrade postures indicate hardening objectives instead (as formalized in a “Final” Los Alamos RST Synopsis), and predicate harsher wave-plasma volatility. Hardening RST postures include more: time or timing-induced turbulence, electron-density profile-excitation, and radio-wave–ionospheric-radiation (climate-earthquake, seismic radar–sonar) testing. Much like the overworked police next door, much of the physical work for making such an earth weapon myth work consistently may fall to the U.S. Special Operations Command (USSOCOM).

    Demons–Peacemakers

              Vehicular views of the U.S. Special Forces Operations’ mythical chilling, killing, and peacemaking wizardry range wildly, from “training” to alleged torture–assassination or demonized movie “mankiller” claims. In other words, like money used for good or bad reasons, one’s resort to police or self-protection differs from demonization–hype of an enemy. Such machined wizardry as taught in the School of the Americas both “civilized” international zones of conflict and projected global model invasions via Panama, Florida (McDill), and Cuba (Guantánamo). Globalizing this wizardry as a demonization threat myth digitalized into the “blinding” of, for example, Saddam Hussein (as a “gluey” virus–Gulf War winner) and other profit-driven Arab-Latin-African-Asian resource extraction schemes. Henry Shelton, U.S. “Joint Vision” Chiefs of Staff “Commander” and Special Operations Command (USSOCOM) ex-Commander, has embodied this myth centralizing national and corporate decision-making.

              The 1998-1999 $250-Billion-plus U.S. Military Budget presented this wizardry in covert terms, as a NSSN [“Stealth”] Attack Submarine. A NSSN runs silent, with “Stealth” technology, coupled with (1) post-terrabyte computers, (2) projectile tubes for deep or littoral (coastal) assault, and (3) USSOCOM squad transport options. Inside 48 hours, its thirty-or-more proposed USSOCOM subs could raid coasts anywhere — via sixteen densely-armed soldiers apiece (subsuming 500 field professionals), riding “inflatables” or 50-knot Mk V landing craft (700 mile or 1,100 km range). One wonders if esoteric earth threats like whimsical, anti-“UFO” Equalizer and Excalibur weapons will complement its onboard “fail-safe” arsenal. Highly-precise technologies co-arm its squads’ 4,000-foot or 1,200-meter (day or night) sniper range or its backpack “nuke” (a k a police force) bomb bluff options. From Laos to El Salvador, about 50,000 USSOCOM forces already “teach” and “train” in 140 countries.

              On the other hand, the U.S. General Accounting Office and various peace & justice groups see this postured myth as double-edged trouble. GAO economists forecast its 1998-1999 start-up construction (birth) cost at $4 Billion per sub — for 30-plus planned subs (before USSOCOM infrastructural costs) — five times projected atmospheric “Star-Wars” Budget costs (Dahlgren, VA, and Cheyenne Mt., CO, Space Command, same time frame). Its wily photonic (sub stealth) technology must outpace rather exotic SOMIC–TACWAR gaming computers, before such a super sub contours future earth technology profit.

              Religious and community groups motivated by peace & ecological justice concerns have learned to distrust past examples of such menace management myth, where “wasting” a country informed diplomacy (often framed by an arms and drug business). If the School of the Americas has proved significant, than anyone or any group of people fighting against poverty and for liberation can be threatened by such intimidating myth. One could assume that even more churches, mosques, temples, and synagogues — entire “civilizations” —could thus be targeted. Russian training counterparts (e.g., the Kaliningrad Spetznaz School or Tashkent World School of Revolution) have long since disappeared, although, of course, Cold War trash lives on.

              So who profits from such specialized “In-Tech-Threat-We-Trust” opportunity? Since the mid-1990s three banks and three major Pentagon contractors have lionized especially gory, mass merger, bully orgies. Raytheon-USSOCOM contracts crown these special “power” mergers. Raytheon and Lockheed-Martin, Inc. (Washington, DC), alongside Boeing, Inc. (Seattle, WA), rule these minatory earth war contractor estimates. J.P. Morgan, Bank of Boston, and Chase Manhattan “Holding-Banks” counsel these macho “tech” threat enterprises. Open-pit mining potentials for global ocean crust floor access surely will be used to justify such titanic war expenditures on such grotesquely sea-based, Star Wars threat weaponry.

    Future

              One might remind onesself that geologically “small” Puerto Rico (projecting U.S. military threat) oceanologically climbs up from the Puerto Rican Trench Floor 7 or 8 miles (40,000 ft or 12 km) — way “over” Mt. Everest — so also the Marianas Trench (by Guam), deep in the Pacific, and the EurAsia Basin (by Alaska) in the Arctic Ocean. Haleakala (Maui) HI — earth’s asteroid sentinel — marks earth’s highest volcano. Earth’s greatest mountains rise — bottom to top, from the mid-East Pacific Floor, up the Andes Mountain Peaks — up 9 or 10 miles (48,000 ft or 14.6 km), eclipsing Mt. Everest more than once. Anchored by Antarctica, furthermore, earth’s greatest mountain range bisects the Indian and Atlantic Oceans, from the South to the North Pole — up around Africa, to Iceland and South Asia.

              As U.S. “territory” at earth’s crust’s deepest rifts, moreover, Guam and V-R already overlook cureless dumps. Guam lists 116, Puerto Rico 82, and the U.S. VI another 5 such dumps — over 200 crammed military island dumps that rim earth’s concluding “gold rush” — an apt RST recipe for more war (less peace); Forasmuch, Carl Sagan’s novel-movie, Contact, implored spiritual war or peace options through SETI-scientist Jill Tarter (played by Jodie Foster). More to the point, given earth’s peculiar 20th Century land holocaust record, a vituperative RST could well gut earth’s lakes, seas, and oceans like open-pit mines — “Mars-scape” Earth. Ultimately, what might cosmic dis/belief mean, if “tested” only by a demonizing timeline like a Gulf of Mexico-bound “fireball” gave a dinosaur planet? What better potential, on the other hand, than entrusting much deeper, trans-(time)-dimensional friendship transcending earth’s heliopause?
